Peter Pan collar/Red Ruby Blouse - Tea & Sympathy

It's love at first sight. Comes with a hefty price but what the heck? It's worth it and it belongs to me now. The problem is, I don't know what to do with it. Should I alter it and make it as a dress or match it with anything black(short shorts, skirt)? I seriously have no idea. Anyone, help? I would really, really appreciate it.
